Abstract

The Great Vision Plan 2000-2025 aimed to provide the government of Quintana Roo, the private sector, and society with a shared perspective to guide economic development through tourism, with the expectation of achieving productive diversification. This study assesses whether these goals were met between 2003 and 2023 by analyzing the state’s Gross Domestic Product (GDP), both overall and disaggregated into primary, secondary, and tertiary activities. The methodology applies the Anderson-Darling test (or $A^2$ test) to the normal distribution and determines significance limits on the curves, contrasting the results with the objectives of the Grand Vision Plan and the diagnosis of the 2023-2027 Government Plan. Findings reveal that despite the growth of tourism, economic diversification was not achieved, confirming the persistence of a mono-productive and dependent model. The discussion highlights the urgency of redefining development strategies to foster broader productive integration and reduce structural vulnerability.
